Employment Exchange Helping Cash in Hand - very less people to receive it?!

There was a news in Dinamalar in which these days very less people are coming and receiving the unemployment cash from the government.

When a candidate registers with the Employment Exchange, depending upon the graduation or education an amount is given to the candidate. For degree holders, Rs.300, for +2 Rs.200, for 10th SSLC Rs.150 and much lesser education gets Rs.100.

These days, there is very less response for this it seems. The reason is quoted as due to increasing cost of living, this amount/cash seems to be of less value. The government is proposed to increase the amount, like the way the retirement fund is done.

But, I strongly oppose that and I see a positive light here. May be the candidates are not collecting because even though they register with the employment exchange, they also get jobs easily and they want to work and do not rely on the free cash provided by the government.
